How MB runs it

The Manitoba program at a glance.

Who runs COR here

SAFE Work Manitoba (the WCB's prevention arm) administers the SAFE Work Certified standard. COR and SECOR are delivered through industry certifying partners and meet that standard — which is what tenders and the rebate key on.

Small employer? SECOR.

Fewer than 10 employees. Manitoba's SECOR uses the same audit template as COR with a smaller evaluation system, and drops one of the four required training modules. One catch worth knowing: SECOR is recognized provincially only — full COR travels to other provinces through CFCSA reciprocity.

15% of premiums or $3,000 — whichever is greater

Prevention Rebate Program: every year you're SAFE Work Certified, capped at 50% of your annual premium. A small company paying $6,000 in premiums gets $3,000 back — half its premium. A larger one paying $100,000 gets $15,000. That's recurring, not one-time.

Why bother

Who's asking for COR in Manitoba?

COR isn't legislated — it's demanded. These are the clients that screen for it in MB:

  • Government of Manitoba — all contracts of $100,000+ require COR/SECOR (or recognized equivalent), including subcontracts of $100,000+
  • City of Winnipeg — construction contracts over $100,000 require proof of SAFE Work Certified standing
  • General contractors and owners in trucking and manufacturing via RPM and Made Safe certification

The rules that matter

What certification takes in Manitoba.

  • Training first: four modules for COR (Principles of Safety Management, Leadership for Safety Excellence, Hazard ID & Risk Control, Safety Auditor); SECOR requires three.
  • Certification year involves three audits — your self-audit, a CSAM audit, and an independent audit. Pass mark: 80% overall, 50% per section.
  • Auditors need at least one active worksite and 50% of your peak workforce available on audit day.
  • Certification runs a maximum 3 years, validated annually (self-audit plus certifying-partner review) with full re-certification at year 3.
  • The rebate requires a clean account: maintenance audits submitted, payroll reported, no administrative penalties.
Our job: we build your system to this standard, train your people to run it, guide your required certification courses, run a mock audit, and support you through the audit. You implement, maintain, and own the program day to day — we make sure it's built right and audit-ready.

FAQ

Manitoba questions, answered straight.

What's the Manitoba Prevention Rebate actually worth?

15% of your annual WCB premium or $3,000 — whichever is greater — capped at half your premium, paid every year you stay certified. For small companies the floor is the story: even a $6,000 premium returns $3,000 a year. Over a 3-year certificate, the rebate alone can outrun the cost of the SECOR program.

Do Manitoba government jobs really require certification?

Yes — it's written policy. Government contracts valued at $100,000 or more require the contractor to hold COR (11+ employees), SECOR (10 or fewer), or a recognized equivalent, and since 2016 the same rule applies to subcontracts of $100,000+. The City of Winnipeg has a matching requirement for construction over $100,000.

Should a growing company take SECOR or go straight to COR?

If you're near the 10-employee line or bidding outside Manitoba, think hard about full COR: Manitoba SECOR is provincially recognized only, while COR travels through national reciprocity. We'll map your growth plans against both on the free assessment.
