Who runs COR here
SAFE Work Manitoba (the WCB's prevention arm) administers the SAFE Work Certified standard. COR and SECOR are delivered through industry certifying partners and meet that standard — which is what tenders and the rebate key on.
Small employer? SECOR.
Fewer than 10 employees. Manitoba's SECOR uses the same audit template as COR with a smaller evaluation system, and drops one of the four required training modules. One catch worth knowing: SECOR is recognized provincially only — full COR travels to other provinces through CFCSA reciprocity.
15% of premiums or $3,000 — whichever is greater
Prevention Rebate Program: every year you're SAFE Work Certified, capped at 50% of your annual premium. A small company paying $6,000 in premiums gets $3,000 back — half its premium. A larger one paying $100,000 gets $15,000. That's recurring, not one-time.

What certification takes in Manitoba.
- Training first: four modules for COR (Principles of Safety Management, Leadership for Safety Excellence, Hazard ID & Risk Control, Safety Auditor); SECOR requires three.
- Certification year involves three audits — your self-audit, a CSAM audit, and an independent audit. Pass mark: 80% overall, 50% per section.
- Auditors need at least one active worksite and 50% of your peak workforce available on audit day.
- Certification runs a maximum 3 years, validated annually (self-audit plus certifying-partner review) with full re-certification at year 3.
- The rebate requires a clean account: maintenance audits submitted, payroll reported, no administrative penalties.
